It sounds like you have installed the datalab client on a local machine, such as a laptop? If that is the case, then that client does not install the desitarget package. That is a separate step, and several dependencies are involved.
It would be much simpler to access the desitarget package in the Data Lab notebook server, then just select one of the DESI kernels, such as DESI 22.5.
