NEID is listed as one of NOIRLab's programs but Astro Data Lab does not seem to have any NEID data. Am I correct in that?

That's correct. Data Lab focuses mostly on survey-scale catalogs, image sets, and spectra (with SPARCL).
NEID data can be found in the NEID Archive at IPAC:
