I'm unable to launch Jupyter notebook server

I last used it about a month ago and now when trying to launch the notebook, it says
Event log
- Server requested
- Spawning server...
- Spawn failed: Server at http://127.0.0.1:42587/user/account/ didn't respond in 60 seconds
