If you are running a notebook on Data Lab's notebook server, then no. But please shoot a quick email to us at datalab@noao.edu with your wishes, and will try very hard to accommodate you and install the missing package(s).
If you are running your own Jupyter notebook server, then only the sky is the limit, and you can run any package that you can install on your computer.
